Summary of the contracting process

The University of Lincoln has initiated a tender process for its Internal Audit Services, scheduled to start from 1 October 2026, with an option to extend the contract for up to five years. This procurement, valued at £600,000 gross, falls under the auditing services category (CPV: 79212000) and is being conducted through an open procedure method. The University has published the tender with key deadlines including the submission deadline on 2 July 2026 and the award period concluding on 9 September 2026. Located in Lincoln, UK, the university is focused on finding a supplier capable of addressing a range of risk areas due to the pressures within the higher education sector. This tendering follows a recently cancelled procurement attempt due to an error, with the new exercise launching from 29 May 2026.

This tender presents significant opportunities for businesses specialising in audit services, particularly those with comprehensive expertise in governance, risk management, and providing strategic audit insights. Companies that can demonstrate added value and robust capability in managing diverse risk areas are well-suited to participate. The University is keen to engage suppliers that can adapt to the evolving demands of the higher education sector, making this an ideal opportunity for firms aiming to expand their portfolio within sub-central government entities. SMEs are encouraged to apply, highlighting how their solutions align with the University's needs to optimise value and ensure compliance under the given contract terms.

Notice Title

491 Internal Audit Services

Notice Description

This is a Tender Notice for the University of Lincoln's Internal Audit Services opportunity. A contract is being tendered for an initial 3 year period with a further 2 years of optional extensions (at the University's discretion). The core services required under the University's Internal Audit service in summary include the development and delivery of an internal audit strategy and plan, advice on governance, risk management and internal controls, incorporating proactive knowledge and best practice, providing recommendations on optimising value for money outcomes and a year end audit report and audit opinion to senior management, the Board of Governors and the Office for Students. The University operates within a rapidly evolving Higher Education landscape, facing sector wide pressures including financial sustainability challenges, cyber security threats, volatility in student recruitment, increasing regulatory expectations from the Office for Students, and rising demands around data quality, governance, and organisational resilience. Hence, interested suppliers will need to demonstrate that they have the breadth of specialisms to provide an effective internal audit provision across this range of risk areas. Demonstrating capabilities and added value across the breadth of audit provision will be a key area of assessment in the procurement exercise.
