Summary of the contracting process

Leicestershire County Council sought health and social care services through the Community Life Choices framework for Leicestershire. The service is intended to promote independence, support personal wellbeing and help people achieve outcomes that matter to them, reducing or delaying the need for long-term support. The council invited offers through an above-threshold open procedure for a light-touch services framework. The procurement reached tender, but was cancelled on 17 July 2026; the published information gives no cancellation reason. Questions were due by 30 March 2026 at 12:00, and bids by 15 April 2026 at 14:00. The planned contract period was 3 August 2026 to 31 August 2029, with an option to extend to 31 August 2031. The framework was intended to operate with and without reopening competition. Each lot was published with a gross value of £56 million. Evaluation was staged: participation, financial, social value and price submissions first, followed by quality assessment including GDPR responses. The planned award decision date was 21 July 2026.

This opportunity suited established community care, supported living, personal assistance and social care providers able to deliver person-centred support in community settings. Lot 1 required capacity to provide both group and one-to-one activities from a base and across the wider community, including support with travel, work, volunteering and potentially personal care. Lot 2 suited organisations able to recruit, employ, manage and support personal assistants on an individual basis; the assistants were not expected to provide personal care. Providers needed to satisfy the council’s conditions of participation and financial requirements, and submit social value, price, quality and GDPR responses. Bidders had to register on the EastMidsTenders portal and the Central Digital Platform, with bids submitted electronically in English.

Leicestershire County Council (LCC) wishes to establish the provision of the Community Life Choices framework to deliver an enabling service that promotes independence and reduces or delays the need for long term support. The core aim of the service is to help people to achieve the outcomes that matter to them in their life, which is focused on the needs, goals and well-being of the person concerned. UK2 Notice - please note that LCC is not required by the Procurement Act to conduct preliminary market engagement and on this occasion did not undertake specific engagement on the current model being procured.

Lot Information

Group activities within a defined base and out in the wider community

This includes group support and one-to-one support provided in the community from a building base. Examples of one-to-one support include travel training, support with work and volunteering opportunities. Group support can include visiting venues and groups in the local community and further afield. Within the building base and in the community this may include the delivery of personal care.

Renewal: The Community Life Choices Service (CLC) framework will run from August 2026 until August 2029, with the option to extend to 31st August 2031 (3+2).

Managed Personal Assistants

The Provider will manage individual PAs with a view to the person managing their own PA(s) in the future. The Provider is asked to supply an appropriate PA and manage the recruitment, employment and support of that employee on behalf of the person in need of support. PAs are not expected to deliver personal care. This is on a one-to-one basis and is not offered as a group option. The PA cannot facilitate a group.

Renewal: The Community Life Choices Service (CLC) framework will run from August 2026 until August 2029, with the option to extend to 31st August 2031 (3+2).
