Summary of the contracting process

Surrey County Council procured client-assisted passenger transport services to provide safe, secure, reliable and sustainable home-to-school travel for eligible pupils, including those who live beyond the relevant distance or have special educational needs or disabilities. The work covers transport services across Surrey, particularly the areas represented by Woking, Reigate and surrounding districts. It is divided into three service types: Standard Transport Services; Enhanced Needs Transport Services; and Complex (Health) Transport Services. The council uses these services to help pupils attend school regularly and punctually, support educational attainment and reduce absence. The requirement is delivered by transport operators, including taxi, minibus, coach, community transport and specialist medical transport providers.

The procurement is complete and contracts have been awarded through an open procedure using a framework agreement. Awards were made on 1 May 2026 and contracts were signed on 8 June 2026. Lot 1, Standard Transport Services, was awarded to 30 suppliers for £216,000,000 excluding VAT (£249,307,200 including VAT). Lot 2, Enhanced Needs Transport Services, was awarded to 20 suppliers for £331,200,000 excluding VAT (£382,271,040 including VAT). Lot 3, Complex (Health) Transport Services, was awarded to 10 suppliers for £48,000,000 excluding VAT (£55,401,600 including VAT). All contracts run from 8 June 2026 to 28 February 2030, with an optional extension of up to four years, to 28 February 2034. Quality counted for 95% and price 5% in every lot.
