Summary of the contracting process

The Forestry Commission is seeking a development and operating partner to investigate and progress onshore wind energy opportunities on its land in Northumberland. The work covers exploring and assessing the potential sites, then advancing viable wind energy development. The initial requirement is to bid for both Sites 1 and 2. A third site could be added later if its feasibility is established and the necessary third-party rights and permissions are secured; the partner selected for Sites 1 and 2 would have the option, but not the obligation, to pursue it. This is a renewable energy development and operation opportunity, combining project development expertise with the capability to operate a wind energy project.

The buyer invited offers through a competitive, multi-stage procedure. Interested suppliers first submit a participation questionnaire; those passing are invited to tender, take part in dialogue, and may be interviewed if among the three highest-scoring bidders. Those three are then invited to submit best and final offers, before preferred-supplier discussions. Expressions of interest are due by 12:00 on 3 November 2026. The contract period is 25 March 2027 to 24 March 2079, with an award decision scheduled by 9 March 2027. The authority says the contract value exceeds the applicable concession threshold, but gives no reliable estimate. Quality is weighted at 70% and the commercial offer at 30%.

This opportunity is suited to a partner able to develop and operate onshore wind projects, rather than a supplier of equipment or construction services alone. The buyer seeks suitable expertise, a proven track record and experience in exploring, assessing and progressing renewable energy development on land. Suppliers should be capable of forming a proposal covering both initial sites and engaging through staged assessment, dialogue, interview and final-offer processes. A partner with the resources and commercial capability to progress projects over a long operating period is likely to be well placed. Access to the full tender information requires signing a non-disclosure agreement, and participation is intended for suppliers with genuine capability and intent to compete. The contract is treated as a concession.

Options: Bidders are required to bid for both Sites 1 & 2 (as detailed in the tender documents) and will be evaluated on their bid in connection with these sites only. A third site (Site 3) may be added to the project at a later date, if the necessary rights and permissions owned by third-parties in connection with Site 3 can be secured. The feasibility of development at Site 3 is still to be confirmed. Exercise of the option for site 3 is conditional on this feasibility, so is not guaranteed at this stage. While bidders are not required to bid for Site 3, the Developer will be given the option (but not the obligation) to pursue this opportunity further. The terms of this option and the resulting legal contracts will be based on the Developer's proposals for Sites 1 & 2 and the Legal Documents amended to the extent necessary to reflect the different rights and interests in and associated with Site 3.
