Summary of the contracting process

Cornwall Council commissioned health and social care support for unpaid carers across Cornwall. The procurement covered services for young carers, parent carers and carers of people with mental health needs, alongside a specialist dementia service and a core carers service. Support includes information, advice and guidance, with the specialist contracts also providing practical and tailored help. The work is delivered across Cornwall. Barnardo’s won the Young Carers Service for £2,068,865; Alzheimer’s Society won the Specialist Dementia Service for £5,149,175; Rethink Trading Ltd won the Mental Health Carer Specialist Advisor service for £514,631; Whitehead-Ross Social Work Ltd won the Parent Carer Specialist Advisor service for £514,631. Disability Cornwall and the Isles of Scilly was awarded the Core Carers Service for £11,384,204. The four specialist contracts were signed on 3 June 2026 and run from 1 July 2026 to 30 June 2029, with Council options to extend, up to a maximum seven-year term. The core contract starts 1 November 2026 and ends 30 June 2029, with options up to a maximum six years and eight months. Award decisions were dated 14 May 2026 for the specialist lots and 10 September 2026 for the core service. Evaluation weighted quality at 60%, price at 25% and social value at 15%.

The awards show demand for providers able to deliver ongoing, locally accessible support to unpaid carers across Cornwall, including specialist provision for young carers, parent carers, mental health and dementia. Credible competitors will need to demonstrate sound service mobilisation, financial viability, organisational stability and the ability to meet statutory duties and carers’ needs while sustaining quality and performance. Delivery capability should include timely referrals and initial contact, carers’ needs assessments and reviews, outreach and engagement, and effective work with other agencies and service users. The contracts also place weight on measurable outcomes, including carers’ wellbeing, access to support, assessment timeliness, reach and satisfaction. Social value formed part of the evaluation, so suppliers should be able to evidence meaningful community benefit alongside service quality and competitive pricing. The separate lots indicate opportunities suited to both broad carers’ service providers and organisations with focused specialist expertise.

Lot Information

Core Carers Service

Renewal: an initial term of three (3) years; and an option for the Council to extend the Term by a further two (2) years; and following the exercise of that first option, an option for the Council to extend the Term by a further one (1) year; and following the exercise of that second option, an option for the Council to extend the term by a further one (1) year. Any extension of the initial term is at the sole discretion of the Council and the maximum term of the Contract will not exceed seven (7) years.

Young Carers

Renewal: an initial term of three (3) years; and an option for the Council to extend the Term by a further two (2) years; and following the exercise of that first option, an option for the Council to extend the Term by a further one (1) year; and following the exercise of that second option, an option for the Council to extend the term by a further one (1) year. Any extension of the initial term is at the sole discretion of the Council and the maximum term of the Contract will not exceed seven (7) years.

Parent Carer Specialist Advisor

Mental Health Carer Specialist Advisor
