Summary of the contracting process

Warrington Borough Council is engaging in a planned procurement process for the Crisis and Resilience Fund Programme, aimed at supporting community resilience in Warrington. The procurement stage is currently in the planning phase, with potential partners expected to be approached starting in May or June 2026, following preliminary market engagement set to conclude by 30 March 2026. The programme targets services within education, guidance, and welfare, with a focus on Prevention, Early Help, Guided Support, and Intensive Casework for residents in crisis. The initial tender period ends on 5 June 2026, with awards anticipated by the end of June, and service delivery scheduled to span from July 2026 through March 2029. Interested parties may submit proposals through an open procedure, with all communications conducted in English.

This tender presents significant opportunities for businesses in the voluntary, community, faith, and social enterprise (VCFSE) sector and other organisations with expertise in partnerships and community-focused delivery models. Ideal candidates would include SMEs and VCFSE organisations capable of innovative collaboration, particularly those with FCA authorisation or the ability to deliver regulated financial and debt advice. The procurement method encourages a multi-agency approach, promising to enrich businesses poised to contribute to comprehensive service offerings and to usher in long-term community resilience. Moreover, there may be optional extensions post-March 2029, contingent upon further funding, allowing sustainable growth for organisations engaging in robust service delivery partnerships.
