Summary of the contracting process

The procurement process, led by The Mayor and Commonalty and Citizens of the City of London, focuses on the construction and fitting out of the Salisbury Square Technology campus as part of the Future Police Estate Programme. The procurement is currently in the planning stage with a Preliminary Market Engagement (PME) milestone scheduled for completion by 31st March 2026. Business users are invited to express interest in attending a live engagement event via the designated portal. Interested suppliers are required to have prior experience working with Local Authorities and a capability to comply with the City Corporation's requirements. The campus includes a court building, police headquarters, and commercial facilities within a historic setting. This engagement aims to gather insights from the market to inform procurement strategy and budgetary assessments, with formal procurement stages projected to start from 2nd November 2026 in the UKI region focusing on network cabling and other technological installations.

This tender represents significant opportunities for companies specialising in network cabling, compute equipment, and audio-visual installations. Businesses with a robust customer service approach and prior experience in secure environments are well-suited to participate, particularly SMEs. As the procurement includes multiple lots with opportunities for cabling and AV support, companies can expand their operations by delivering technology solutions within a secure police environment. Successful participation in the PME will provide a chance to influence procurement strategies and understand market expectations, though engagement does not guarantee future contract awards. Companies that meet the vetting requirements via Warwickshire Police will be especially equipped to contribute to this initiative.
