Summary of the contracting process

The SUMIT Project is an innovative procurement initiative led by Queen’s University Belfast, in collaboration with Trinity College Dublin, Scotland’s Digital Health & Care Innovation Centre (DHI), the University of St Andrews, and the Scottish Council for Voluntary Organisations (SCVO). Managed by the Special EU Programmes Body (SEUPB) and funded by the PEACEPLUS programme, the procurement seeks to improve access to care for individuals facing substance use and mental health challenges. DHI, in partnership with University of Strathclyde, is responsible for identifying three digital products that meet the project's objectives. The procurement falls under the IT services category, and it encompasses consulting, software development, and internet support across the UK and Ireland. Currently in the planning stage, interested technology companies are invited to a 90-minute online Breakfast Briefing on Tuesday, 31st March 2026, providing insights into the project. The formal tender is expected in late Spring 2026.

Businesses with expertise in digital solutions for health and care services have a unique opportunity to contribute to impactful technology advancements through the SUMIT Project. This tender is particularly suited to technology firms specialising in IT consulting, software development, and service delivery, who can extend their offerings to support complex health challenges. Partnering with renowned institutions, including the University of Strathclyde, presents an attractive prospect for collaboration and innovation. As the procurement is supported by the PEACEPLUS programme, successful participation could enhance businesses' reputations in public sector innovation, grow networks, and lead to further opportunities within the European Union-funded projects. Participating in the briefing would provide vendors a chance to directly influence the tender requirements and get a head start on the formal procurement process.
