Summary of the contracting process

The Police and Crime Commissioner for Dyfed Powys commissioned a specialist independent stalking advocacy service for victims across the Dyfed-Powys Police area, covering Carmarthenshire and Powys. The service includes an Independent Stalking Advocacy Caseworker to support victims through the criminal justice system, manage risk and improve safety. Support is delivered face-to-face, by telephone and by video where appropriate. The provider is to establish police referrals while also accepting self-referrals and referrals from other support services. Work also includes building pathways with local victim and witness organisations and specialist domestic and sexual violence services, making safeguarding and onward referrals, sharing trends with partners, and contributing to prevention and awareness work in Wales and nationally.

The procurement is complete and awarded following an open, below-threshold competition. PALADIN NSAS was selected on 9 June 2026. The published award value is £210,000 gross. The signed contract is valued at £155,704 gross and runs from 1 September 2026 to 31 March 2029; it was signed on 30 July 2026. The Commissioner may extend it by one optional 12-month period, subject to funding, to 31 March 2030. Three bids were received. The tender allowed one lot, with eligibility requiring compliance with the Independent Stalking Advocate statutory guidance published in February 2026. Evaluation weighted quality at 60%, price at 30% and social value at 10%.

This award shows demand for a specialist stalking advocacy provider able to support victims across a geographically broad police area through in-person and remote channels. Credible future competitors will need expertise in stalking advocacy and the criminal justice system, including risk assessment, safety planning, safeguarding and support for victims under 16 or children of adult victims in line with statutory guidance. The service also calls for capacity to handle police, self and partner referrals; coordinate with victim and witness support and domestic and sexual violence services; and arrange onward specialist support. Providers should be able to evidence person-centred outcomes, service effectiveness and social value, and contribute insight to prevention and awareness work. Small businesses and voluntary, community and social enterprises were considered suitable to compete.

Notice Description

1. The Provider will provide an Independent Stalking Advocacy service dedicated to delivering specialist support across the Dyfed-Powys Police area. This should include provision of an Independent Stalking Advocacy Caseworker (ISAC). 2. The ISAC will provide expert stalking advocacy support to victims of stalking, supporting them through the complex criminal justice system, managing risk and improving safety. 3. The service should prioritise non-domestic abuse related stalking victims and then assess domestic abuse stalking victims on a case-by-case risk assessed basis. 4. ISAC Support will be delivered face-to-face, over the phone and virtually via video calls where appropriate, to allow the provision of support across the large geographical area. 5. The Provider will work with Dyfed-Powys Police to embed a police referral process into the ISAC service. 6. The Provider will enable self-referrals from victims/survivors and referrals from other support services as appropriate. 7. The ISAC will work on creating pathways with, and building the knowledge of, local victim and witness support services, and specialist domestic violence and sexual violence services. This will ensure all victims of stalking in the Dyfed-Powys Police area receive high quality stalking advocacy support to meet their need, irrespective of risk level. 8. To ensure the service actively promotes a person-centred approach with the method of delivery and length of support being informed by the service user's needs. 9. To make necessary referrals where there are identified safeguarding concerns. 10. To ensure compliance with the Independent Stalking Advocate statutory guidance regarding support for victims under 16 or the children of adult victims. 11. To work with partners to share key trends that may inform wider interventions and awareness raising. 12. To actively contribute to the stalking and prevention agenda across Wales and/or nationally. 13. To consider the wider support needs of service users and make arrangements for onward referrals for specialist support where appropriate. 14. To work with the Commissioner to evidence the effectiveness of the service and the social value delivered.
