    "description": "Participation Process 1. Interested parties must email procurement@caledoniansleeper.scot to request a Non-Disclosure Agreement (NDA) and Conflict of Interest (COI) 2. Once the NDA is executed, CSL will issue a Market Engagement Questionnaire (MEQ) via e-mail to interested parties. 3. MEQ responses will be reviewed to inform market structure, lot design and potential tender strategy. 4. CSL may arrange follow-up engagement sessions (virtual or in person) with some or all respondents. Market Engagement requests to participate must be received no later than 7th April 2026. Only entities who register and execute an NDA will receive MEQ materials and subsequent invitations. No further public notice of these events will be issued prior to any Contract Notice.
