Summary of the contracting process

Bolton Metropolitan Borough Council procured a bed-based digital care records system for managing beds across its intermediate care bed bases in Bolton. The system is intended to manage a constantly changing list of service users, provide archiving, and support medication management and administration. This is a software and information systems requirement, with associated care-service functionality. The council is the buying organisation and appointed one contractor. The work is delivered in Bolton, within the United Kingdom. The requirement combines digital record management with operational support for intermediate care services, so it is relevant to suppliers of care-sector software, bed management platforms, digital care records, medication administration systems and related implementation or support services.

The procurement is complete and was awarded on 17 July 2026 to DECAURA LIMITED. It used a below-threshold open competition under a Competitive Flexible Process, with one lot and one contractor. The awarded value is £40,000 gross. The awarded contract period runs from 3 August 2026 to 2 August 2029, with an option to extend to 2 August 2031. The original estimated value was £80,000 gross. The tender deadline was 17 April 2026 at 4pm, and the enquiry deadline was 10 April 2026 at 4pm. Thirteen bids were received, all from SMEs. Evaluation weighted quality at 45%, social value at 20% and price at 35%. The lot was suitable for SMEs and voluntary, community or social enterprises.

This award demonstrates a defined requirement for digital care-record technology supporting intermediate care bed bases, changing service-user records, archiving, medication management and administration. A credible future competitor would need a reliable software platform that can manage bed capacity and records in a live care setting, with practical workflows for staff and safe handling of medication information. Relevant suppliers include care-management software providers, health and social-care technology companies, bed-management specialists and implementation partners able to configure, support and maintain such systems. The competition attracted 13 bids, all from SMEs, indicating that the requirement can be pursued by smaller specialist businesses. Strong quality evidence and a clear social-value offer would matter materially alongside price.
