    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 And the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by midnight 31 March 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The decision to proceed with the award was approved by: HIOW ICB Procurement Group - 5 March 2025 HIOW ICB Spending Control Group - 25 September 2025 No Conflicts of Interest were declared by any individuals involved in the decision making process. In accordance with the PSR regulations, the key criteria were considered and weighted to determine whether the incumbent provider Hampshire and Isle of Wight Healthcare NHS Foundation Trust (HIOW NHSFT) is satisfying the current contract and is likely to satisfy the proposed new contract to a sufficient standard. Evidence was drawn from contract review meetings, performance reporting, service quality assessment, and documentation supplied to the ICB. Weightings applied: Key Criteria 1 - Quality and Innovation: 30% Key Criteria 2 - Value: 10% Key Criteria 3 - Integration, Collaboration & Service Sustainability: 20% Key Criteria 4 - Improving Access, Reducing Inequalities & Facilitating Choice: 30% Key Criteria 5 - Social Value: 10% This assessment confirmed that the incumbent provider continues to meet the required standards, and the contracting arrangements are not changing considerably. The service includes: *Comprehensive clinical assessment and treatment planning. *Paediatric dentistry, including complex cases and GA lists. *Special Care Dentistry provided by trained specialists. *Sedation (inhalation, IV where applicable). *Domiciliary dental care. *Multi disciplinary pathways with acute hospitals, safeguarding teams, community services and social care. *Oral health promotion and prevention programmes. *Data reporting, performance monitoring and service evaluation. This service ensures safe, equitable access for vulnerable patients who cannot be treated in general dental practice due to complexity of need. The estimated lifetime value of the service is PS26,936,827.12, the contract is due to commence on 1 April 2026 to 30 September 2027 with an optional 6 month extension up to 31 March 2028.",
