Summary of the contracting process

The Ministry of Defence is procuring logistics support, repair and overhaul services for Land Environment Tactical Communications and Information Systems (TacCIS). The requirement sustains military electronic systems used by the Field Army, including coordination of support, repair of faulty equipment, supply-chain asset visibility and maintaining equipment standards for capability updates. Services are delivered across the United Kingdom. This is a defence and security services requirement, covering military electronics maintenance and associated logistics support. The work supports continued availability of tactical communications and information systems in operational settings, including the transition from the current BCIP 5.6 capability to the BCIP 5.7 update. The selected supplier is Babcock Integrated Technology Limited, a large UK company.

The procurement is complete and was awarded by direct award to Babcock Integrated Technology Limited. The award value is £150,000,000 excluding VAT (£180,000,000 including VAT), while the tender’s stated value is £78,000,000 excluding VAT (£93,600,000 including VAT). The award date is 10 August 2026. The awarded contract period runs from 26 February 2027 to 28 August 2028; the lot-level period runs to 31 August 2028. The procedure was justified as an interim continuation because the existing support contract is due to expire on 27 February 2027 and a replacement competitive procurement is not expected to be awarded until February 2028. The Ministry stated that interruption could create critical capability and safety risks. One lot was completed.

This award indicates sustained Ministry of Defence demand for an integrated logistics and technical-support provider able to maintain military tactical communications and information systems across the United Kingdom. A credible future competitor would need experience repairing and overhauling military electronic systems, coordinating support across varied deployed equipment, replacing faulty assets in operational theatres and maintaining accurate supply-chain visibility. It would also need the capacity to sustain system availability while supporting capability transitions and equipment-standard updates. The requirement favours suppliers able to act as a single coordinating point for the Field Army’s TacCIS support chain, manage operational consequences of equipment failure and work within defence and security environments. Organisations with established military electronics maintenance, logistics integration and operational support capability are best placed to compete when comparable demand returns.

Notice Title

715728489 Logistics Support Contract 2, UK1 - Pipeline Notice

Notice Description

An 18-month contract for the provision of logistics support, repair, and overhaul services to sustain Land Environment (LE) Tactical Communications and Information Systems (TacCIS) capabilities

Procurement Information

The current Logistics Support Contract (LSC) is due to expire on 27 February 2027. The contract is scheduled to be replaced by a competitively procured Logistics Support contract. The new contract is not anticipated to be awarded until February 2028 and interim arrangements are required to mitigate a gap in service provision of up to 18 months. Failure to place a continuation contract with Babcock will result in a critical capability gap. It will leave MOD without access to a single point in Industry able to coordinate support to the various tactical communications systems and equipment currently deployed by Field Army. Without support services there is a risk of a decline in TacCIS availability, an inability to replace faulty equipment in operational theatres, and a lack of asset visibility in the supply chain. The result in the battlespace will be a loss of information exchange capabilities and an unacceptable risk to safety and life. The lack of logistics services will also impact the BCIP 5.7 update, removing the underpinning logistical support chain that provides the facility to transition from the current BCIP 5.6 capability and preventing the work required to ensure in-service equipment is at the right standard to be updated.
