Summary of the contracting process

The Greater Manchester Combined Authority (GMCA) is in the planning stage of a public procurement process titled "GMCA1894: Building Futures - Mentoring Delivery Organisations," aimed at delivering school-based mentoring services. Targeting education and social service sectors, the initiative involves mentoring approximately 1,125 students at risk of disengaging from education within Years 8-10 in around 50 mainstream secondary schools across Greater Manchester. The service is planned to operate during term-time from September 2026 through April 2028, with feedback from prospective suppliers due by 13th April 2026. The procurement process is currently focused on market engagement, with an indicative delivery structure tailored by locality and provider capacity, contingent on funding, governance, and approvals.

The tender represents a promising opportunity for organisations specialising in education and community services, particularly those with experience in mentoring programs and youth engagement initiatives. Businesses equipped to deliver structured support within educational settings, and those capable of scaling services to meet varying demands across Greater Manchester would be ideal candidates. The procurement could facilitate strategic growth by allowing these organisations to cultivate relationships within the public sector and expand service offerings tailored to demand-driven community support frameworks. Additionally, suppliers with robust delivery models and adaptable mentor availability will likely find this opportunity well-aligned with their operational capabilities. Potential bidders are encouraged to engage in the preliminary market feedback process to influence the design and implementation of the final programme structure.
