Summary of the contracting process

Sport England commissioned an evaluation of A Code for Sports Governance, which sets governance standards for organisations receiving public investment from Sport England and/or UK Sport. The work is evaluation consultancy services (CPV 79419000), intended to assess the Code’s impact after almost ten years of operation. The evaluation is expected to draw on feedback from organisations subject to the Code and the wider sports sector, while the supplier advises on the most suitable methodology. Its purpose is to assess whether the Code’s original objectives are being met, examine the impact of its different elements, and provide evidence and recommendations to inform Sport England’s future work. The buyer is Sport England, based at Loughborough Sport Park in Loughborough, and the work concerns the sports sector broadly.

This procurement has been completed following a direct award, with Ipsos selected as supplier. The award was made on 16 March 2026 for £25,000 excluding VAT and £30,000 including VAT. This award indicates demand for independent evaluation and evidence-led research in the publicly funded sports sector, focused on the effects of governance standards. Suppliers best placed for comparable work would be able to design and deliver robust evaluation methodologies, gather and analyse feedback from regulated organisations and wider sector stakeholders, and turn findings into practical recommendations for a public authority. Experience assessing policy or governance interventions, interpreting qualitative and quantitative evidence, and communicating findings to organisations with different levels of familiarity with the Code would be relevant. Notice Description

Launched in 2016 and live from 2017, A Code for Sports Governance (the Code) sets governance standards for organisations in receipt of public investment from Sport England and/or UK Sport. The Code has now been in operation for almost ten years and although Sport England and UK Sport have a wealth of anecdotal evidence about the changes it has driven, its impact has never been formally appraised. This contract seeks a partner/supplier to provide an evaluation of the Code's impact. Our expectation is that this will draw on feedback from organisations who have been subject to it as well as the sector more broadly, although we would look to the successful supplier to advise on best methodology. . The overall aim is to generate evidence about the Code's impact which it is hoped will: * help us understand if the original intent of the Code (as set out in the Government's 2015 sport strategy Sporting Future) have been/are being met * provide more detailed intelligence on the impact of various aspects of the Code * help inform our future work on the Code by generating insights and/or recommendations that Sport England can act on to improve the impact of the Code.
