Summary of the contracting process

Lumero Educational Trust sought a single financial management software contract covering the Trust and its 12 schools: four secondary and eight primary schools. The requirement was for a completely cloud-based finance system compatible with Microsoft and Google environments, supporting the DfE Chart of Accounts and comprehensive financial transactions, searching, journals and links between finance and budgeting modules. The supplier would also provide an accessible help desk, portal and remote access during agreed hours. The Trust has around 7,429 pupils and approximately 950 staff, so the system would support finance operations across a sizeable education group. Additional schools joining the Trust during the contract could be added at the Trust’s discretion. The procurement was for software and associated support services.

The process reached tender: suppliers were invited through a two-stage Competitive Flexible Procedure, beginning with a Procurement Specific Questionnaire and followed by an Invitation to Tender for selected candidates. The procurement and its single lot were cancelled, with the stated reason being a change of senior resource at the Trust and internal timescale challenges. Expressions of interest and enquiries were due by 24 April 2026 at 12:00, and the planned award period ended on 9 July 2026 at 23:59. The proposed contract period was 1 September 2026 to 31 August 2029, with an extension option of up to two years, ending no later than 31 August 2031. The estimated value was £265,000 excluding VAT, or £318,000 including VAT.

This opportunity suited software providers with a proven cloud finance platform for multi-entity education organisations, particularly suppliers able to support both Microsoft and Google environments and DfE Chart of Accounts compliance. Strong candidates would have demonstrated capability in accounting, budgeting integration, financial transaction processing, journal management and search functions, alongside reliable user support through a help desk, portal and remote access. The Trust sought a supplier able to work in partnership and provide sustained support, not simply software licensing. Applicants needed annual turnover of at least £200,000 and employers’ liability and public liability insurance of £5 million each. The lot was identified as suitable for SMEs and voluntary, community or social enterprises, subject to meeting the stated requirements and selection threshold.
