Summary of the contracting process

The Bank of England is procuring a main works contractor for upgrades at its Debden site. The works cover installation of hybrid air-source heat pumps to replace existing boilers, electric boilers and additional heat-recovery systems; optimisation of HVAC airflow; improved lighting controls and energy-efficient luminaires; upgraded metering and building controls; and lifecycle replacements. The process has reached tender: the Bank invited offers through a selective, competitive flexible procedure. It is a two-stage process, with a Procurement Specific Questionnaire used to shortlist no more than six suppliers, followed by an Invitation to Tender for shortlisted suppliers. The contract is scheduled to run from 1 April 2027 to 1 May 2029. Its estimated value is £20,000,000 excluding VAT, or £24,000,000 including VAT. Evaluation is weighted 60% quality and 40% cost. Responses to the questionnaire must be submitted electronically through Proactis.

This opportunity suits an established main contractor able to coordinate building, electrical, heating, ventilation and air-conditioning works within a sensitive operational site. Relevant capability includes low-carbon heating installation, boiler replacement, heat recovery, HVAC optimisation, lighting and controls upgrades, metering, electrical switchgear, fire and smoke damper systems, roof repairs and secure building-fabric maintenance. Suppliers should be prepared to evidence both economic and technical capacity through the Procurement Specific Questionnaire, with technical and economic requirements set out in the associated procurement documents. Experience delivering integrated building-services and lifecycle-replacement programmes will be relevant to the scope. The procurement can accommodate small and medium-sized enterprises, but the shortlisted contractor will need sufficient management, specialist subcontractor coordination and delivery capacity for a substantial multi-disciplinary works programme.

Due to the sensitive nature of documentation, interested suppliers are required to complete a non-disclosure agreement in order to access the Associated Tender Documents.
