Summary of the contracting process

Yorwaste Ltd is procuring a fully managed container repair and refurbishment service. The requirement covers collecting waste containers, repairing them, reworking or resizing them, carrying out quality assurance, and returning them. The purpose is to extend the useful life of Yorwaste’s container assets, reduce the need for capital replacement and support circular-economy objectives. The service is primarily metal-container repair and maintenance (CPV 50514000), with possible supply of related goods. Delivery is across the United Kingdom, with the buyer based in Northallerton. The requirement is structured around one service lot and may also include spares, parts or replacement containers when required. It is suitable for small and medium-sized enterprises and voluntary, community or social enterprise suppliers.

The open-procedure procurement is complete and has been awarded to Fairport Containers Ltd; the award is recorded as pending signature. Three bids were received, all from SMEs. The award date was 27 August 2026, with the standstill period ending on 8 September 2026 and planned signature by 30 September 2026. The awarded value is £120,000 excluding VAT, or £144,000 including VAT. The awarded contract is scheduled to run from 1 October 2026 to 30 September 2028, with two possible extensions of up to 24 months each, allowing a maximum end date of 30 September 2032. Price carried 70% of the evaluation weighting and quality 30%. The procurement was above the relevant threshold and used a framework agreement.

This requirement demonstrates demand for suppliers able to manage the full container-repair lifecycle rather than provide isolated workshop repairs. Credible competitors would need practical capability in collecting and returning waste containers, repairing metal containers, resizing or reworking them, inspecting finished work through quality assurance, and supplying associated spares, parts or replacement containers when needed. The buyer’s stated objectives favour suppliers that can extend asset life, reduce replacement requirements and support circular-economy outcomes. A supplier should therefore be able to show reliable logistics, consistent refurbishment quality and capacity to handle additional requirements under a managed service. The completed competition attracted three SME bids, and the lot was identified as suitable for SMEs and voluntary, community or social enterprises.
