Summary of the contracting process

The procurement process administered by Bracknell Forest Borough Council targets the health services sector with an intention to award a contract for a Stop Smoking Service under the Provider Selection Regime (PSR) Regulations 2023. The proposed contract is designed to span an initial term from 1 May 2026 to 30 April 2027, with extension options up to 30 April 2031, encompassing a total value of £750,000. As part of the Direct Award Process C, the contract has a potential to vary by £150,000, subject to targeted grant funding. The procurement method employed was a direct award procedure, excluding prior publication of a call for competition, with decisions influenced by prioritised criteria including quality, innovation, and social value. The standstill period concludes on 8 April 2026, with written representations required by midnight of the same day.

This tender presents a significant opportunity for businesses engaged in health services, particularly those experienced in smoking cessation programmes and health promotion strategies. Ideal contenders are organisations that can innovate and deliver accessible services to diverse groups within Bracknell Forest, contributing to reduced smoking prevalence among adults and youths. Given the substantial contract value and extension potential, large-scale providers like Solutions 4 Health are well-suited to compete, although new entrants with demonstrable capabilities in tackling health inequalities may also find lucrative entry points in collaboration opportunities offered by Bracknell Forest's prioritisation framework. Businesses that align with the council's vision for advancing community health and sustainability will find scope to substantiate their impact through the council's emphasis on social value and service accessibility.
