Summary of the contracting process

The London Borough of Tower Hamlets is preparing a procurement process for a project titled "CS6088 Specialist Youth Services - Transitions," focused on supporting young people in their transition from primary to secondary education within the UK Health and Social Work Services industry category. This planning phase includes a Preliminary Market Engagement Notice to provide advance information to interested suppliers. A market engagement session is scheduled for 17th April 2026, to be conducted online via Microsoft Teams. Suppliers interested in attending the session must register by 15th April 2026. The contract, estimated at a gross value of £336,000, is set to commence on 1st September 2026 and run until 31st August 2028, with an option to extend up to 31st August 2030.

This tender represents a significant opportunity for businesses specializing in youth services, particularly those focusing on educational and social transitions for young people aged 11 to 19, and up to 25 when applicable. The demand for high-quality, centre-based programmes that foster independence and resilience provides a lucrative opportunity for organisations, especially SMEs and VCSEs, that are capable of delivering inclusive, trauma-informed services. Winning this contract could position providers as leaders in the youth transition services sector in Tower Hamlets, enhancing their portfolio and expanding their business reach. The need for pre-qualification in safeguarding, inclusivity, and venue suitability underscores the potential for long-term growth and community impact.
