Summary of the contracting process

Carmarthenshire County Council procured safeguarding training for Groups B and C for external service users, including childcare and early-years providers across Carmarthenshire. The service covers accredited mandatory safeguarding training, coordinated by the Council’s Learning and Development Team. It used a below-threshold open competition under the light-touch regime. Three bids were received, including three from SMEs and two from VCSEs. Quality counted for 40% and cost for 60%, with selection requirements set out in the tender documents. The award value is £172,800 gross (£144,000 excluding VAT). The signed contract is valued at £86,400 gross (£72,000 excluding VAT), running from 4 January 2027 to 3 January 2029. It may be renewed annually for up to three further years, subject to funding, performance and agreement, with a maximum end date of 3 January 2032. The delivery model favours providers able to offer face-to-face teaching outside standard working hours, including evenings and weekends, and to organise two sessions for each group in every school calendar term. Relevant evidence would include strong training quality, reliable scheduling, satisfactory performance and cost-effective delivery. The competition also shows that SMEs and VCSEs can participate in this type of requirement, with the successful provider being a VCSE.

THIS IS NOT A TENDERING OPPORTUNITY Carmarthenshire County Council has appointed a training provider to provide Safeguarding Group B and Group C Training. The Council has a statutory duty to ensure that external service users including childcare providers across Carmarthenshire, receive appropriate and accredited mandatory safeguarding training. The provision of the Safeguarding Group B and Group C Training will be co-ordinated by the Council's Learning & Development (L&D) Team. The estimated contract value included in this UK7 notice is accurate. Please note that the value reported in the UK6 notice was calculated incorrectly and should therefore be disregarded.

Renewal: The Contract may be extended for a further period of up to three (3) years, in increments of twelve (12) months. Any extension shall be subject to the availability of budget, satisfactory performance by the Provider, and agreement by both parties.
