Summary of the contracting process

The Cardiff & Vale University Health Board has concluded a procurement process for the provision of laptops and desktop devices as part of their Electronic Pharmacy Medicines Administration (ePMA) project. This project, aimed at enhancing the digitalisation of medicine administration, was supported by capital funding from the Welsh Government. The active award was finalised on 20th February 2026, following a limited procurement method which involved an award procedure without prior publication of a call for competition. The procurement falls under the category of computer equipment and supplies, and delivers to the region of UKL22. The contracting authority involved in this process is NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, instrumental in promoting advances in healthcare technology.

This tender represents significant opportunities for businesses specialising in computer equipment and supply to contribute to healthcare digitalisation efforts. Large technology companies, like Dell Technologies, which was awarded the contract, would be well-positioned to benefit from similar procurements. Such contracts present growth potential for enterprises that can provide hardware solutions that support comprehensive digital transitions within the healthcare sector. Although the limited procurement method used may restrict extensive competition, future procurement activities in related areas could open up for broader business participation, especially those focusing on innovative digital solutions for healthcare systems.

Notice Title

PROVISION OF LAPTOPS AND DESKTOP DEVICES FOR EPMA PROJECT

Notice Description

In 2023 Cardiff & Vale University Health Board undertook a revolutionary procurement of the Electronic Pharmacy Medicines Administration (ePMA) system, enabling the digitalisation of paper-based drug charts across the Health Board to improve the safe administration of medicines with fully auditable trails from Pharmacist to Nurse. In February 2025, through capital funding received from Welsh Government, the Health Board has been able to invest in the outright purchase of hardware to meet current and future demands of the ePMA programme. To support ease of use, laptop carts have been introduced within wards to hold computer hardware and securely transport medicines, thereby increasing the efficiency of drug administration. Additionally, the need for further digital devices for the project to run smoothly will need to be purchased by capital funding. The purchase of the additional computer equipment will tie in with the already purchased laptop chargers to optimise the transfer from paper to electronic services.
