Summary of the contracting process

Senedd Cymru / Welsh Parliament commissioned a leadership and management development programme to build the capabilities, knowledge, behaviours and skills needed by leaders and aspiring leaders as the organisation’s demands change. The work is divided into five strands: high-performing team development through group coaching and facilitation; core learning in senior leadership, corporate responsibility and organisational effectiveness; inclusive culture, emotional intelligence, business skills, resilience and project management; tailored personal development, talent management and transferable skills for Leadership Team members; and e-learning delivered through Microsoft Teams or the Senedd’s iTrent learning system. Delivery is for the Welsh Parliament in Cardiff. The overall purpose is to strengthen individual leadership and team effectiveness and support the Commission’s strategic objectives.

The procurement is complete: the five lots were awarded to Added Value Learning, BespokeSkills and PANDEK Group Limited, and contracts were signed. Each lot was awarded at £50,000 gross (£41,666.67 excluding VAT). The awards were made on 2 September 2026; contracts were signed on 25 September 2026 and run from 28 September 2026 to 27 September 2030. The route was a competitive flexible procedure using a selective process, with a closed framework allowing call-offs with or without renewed competition. Each lot was evaluated on cost (40%) and quality (60%); quality covered training delivery, contingency and service disaster recovery, experience and knowledge, and added value. Economic and technical selection criteria applied. The framework covered five distinct training lots, with SMEs and voluntary, community and social enterprises considered suitable to participate.

For leadership and learning providers, this award shows demand for a broad, multi-strand development offer within the Welsh Parliament. A credible competitor for similar work would need to design and deliver group coaching and facilitation, senior leadership and organisational learning, inclusion and personal development, tailored coaching, and digital learning through established online tools or a learning management system. The evaluation favoured demonstrable training delivery, relevant experience and knowledge, added value, and plans for contingency and service recovery, alongside competitive pricing. The requirement was split into specialist lots, creating scope for providers with strengths in particular disciplines as well as those able to cover several strands. The competition also shows that SMEs and VCSEs can be suitable providers; the selected supplier group comprised three SMEs.

Lot Information

High Performing Team Development

This learning will primarily be delivered via group coaching and facilitation. The aim of this Lot is to develop self-awareness, group effectiveness and a One Team ethos across the organisation. This Lot is designed to create a foundation for collective success, ensuring that teams across the Commission are empowered to work together effectively and deliver on the Commission's Strategic Objectives.

Core Learning

This learning will focus on developing core skills and knowledge on effective senior leadership, corporate responsibility and organisational effectiveness. This Lot is designed to equip staff with the core competencies required to drive the Commission's mission forward and contribute to a high-performing, responsible, and agile organisation.

Inclusive Commission Culture

This Lot focuses on both inclusion within the Commission and developing staff through improving emotional intelligence, business skills as well as resilience to change and project management. The Lot is designed to ensure that inclusion and personal development are embedded in everyday practice, supporting both individual growth and the Commission's broader strategic aims.

Personal Development, Talent Management and Skill Transferability.

This learning will be tailored to each member of Leadership Team according to their unique learning needs (potentially as outcomes from Lot 1 feedback). The programme may include workshop learning, individual coaching or blended learning where appropriate. Learning needs may evolve and develop throughout the course of the Framework ensuring a personalised approach for all involved.

E-Learning

This Lot will incorporate training and learning materials delivered virtually (by Microsoft Teams) or via the Senedd's Learning Management System module available in iTrent. The programme will equip participants with the skills and confidence to lead teams and initiatives in a rapidly changing technological landscape.
