Summary of the contracting process

Transport for Wales (TfW) is in the planning phase of a procurement process focused on Electric Vehicle (EV) Charging Infrastructure for bus depots. This initiative aligns with the Welsh decarbonisation strategy, aiming to transform the national bus fleet to battery electric buses. Located at Pontypridd, United Kingdom, TfW is assessing delivery models through a Preliminary Market Engagement (PME) Notice. Interested suppliers must express their interest by 17:00 on 13 April 2026. TfW is actively gathering market feedback to develop the procurement strategy scheduled for formal tendering in 2028, with the contract period from August 2028 to March 2029. The procurement, under Welsh devolved regulations, targets Electrical machinery and Electric buses, with a total estimated gross value of £10.2 million.

This tender presents significant growth opportunities for businesses specialising in EV infrastructure, electrical apparatus, and fleet management. Small and medium-sized enterprises (SMEs) are especially encouraged to participate, as their expertise in electric charging solutions, data management systems, and operational infrastructure will be crucial in fulfilling the project's requirements. Companies with innovative approaches to sustainable transport solutions could benefit from contributing to the evolution of infrastructure that supports the Welsh government's NetZero objectives. Engaging in this tender could position businesses at the forefront of sustainable transportation in the UK and open avenues for long-term collaborative partnerships with TfW.

Notice Title

TfW Bus Depot EV (Electric Vehicle) Charging Infrastructure

Notice Description

As part of TfW's approach to decarbonisation of the Welsh bus fleet, early supplier engagement is sought to support the development of a strategy for bus depot EV infrastructure installation, management and ownership. The strategy aims to plan and standardise TfW's approach to charging infrastructure in bus depots. Having subject matter experts support on the development of this work will ensure that TfW and the market have worked in coordination to develop an achievable scope of work. Following NetZero objectives, TfW aim to incrementally decarbonise the national bus fleet. This will include having depot sites that can facilitate the operation and maintenance of battery electric buses across the country. Each of these depots will need to have sufficient charging infrastructure to ensure the fleet is operable. Currently, all infrastructure types are being considered for use.

Planning Information

The purpose of this Preliminary Market Engagement (PME) Notice is to assess the feasibility of delivery models for the proposed opportunity, specifically to determine whether a third-party managed solution or a model with Transport for Wales (TfW) acting as the managing agent is preferable. In addition, this notice seeks to gauge early market interest, capability, and feasibility, with a view to the opportunity being formally procured and tendered in 2028. Through this engagement, TfW aims to: Gather feedback from the market; Understand supplier capability to meet the anticipated requirements; Inform the development of the future procurement strategy. The scope of the potential opportunity is expected to include Electric Vehicle (EV) Charging Infrastructure, comprising (but not limited to): Charging units; Cabling; Electrical feed panels; Associated infrastructure such as protective barriers (subject to confirmation). A key requirement will be the capability to collect, manage, and analyse operational and performance data via an effective back-office system. To register your interest in this Preliminary Market Engagement, please follow the link below (or copy and paste into your browser) and complete the Microsoft Form by 17:00 on 13 April 2026: https://forms.cloud.microsoft/Pages/ResponsePage.aspx?id=JNDchxkwJkiZVrp2sqBP9GQHxZZpmRBEpZb6y9KNSQVUMVVVSUk5NUpDSDZLOVZaSURTSEswNkFSMy4u TfW may wish to hold 121 sessions with registered suppliers, subject to availability and timescales.
