Summary of the contracting process

The Royal Borough of Kingston upon Thames is seeking care and support services for a 12-flat supported living scheme at Hartington House, Acre Road. The service is for adults with learning disabilities and autism support needs, and is accommodation-based. The planning description identifies support with daily living skills and residents with low to medium learning disabilities. This is health and social care work delivered in self-contained residential flats in Kingston upon Thames. The opportunity is one lot and is marked as suitable for small and medium-sized businesses and voluntary, community and social enterprises.

The process reached tender: the council invited offers through an open, two-stage competitive flexible procedure. Suppliers first submit a participation questionnaire; the three highest-scoring qualified suppliers are invited to make final tender responses. Clarification queries were due by 8 February 2027, and final tender responses by 15 February 2027. The contract is scheduled to run from 21 June 2027 to 20 June 2032, with possible extensions to 20 June 2037. Estimated value is £6.15 million excluding VAT (£7.38 million including VAT). Evaluation is weighted 70% quality and 30% price. The stated award decision date is 15 May 2027.

This opportunity suits providers able to deliver accommodation-based support to adults with learning disabilities and autism support needs in a 12-flat setting. The participation conditions require financial and legal capacity, including financial standing and GDPR compliance, and insurance in place or a commitment to obtain it before contract entry. Providers must also demonstrate technical ability and address health and safety, business continuity and resilience, modern slavery, and the living wage. The service is identified as suitable for SMEs and voluntary, community and social enterprises, so organisations in those categories may find the scale relevant. Quality carries more evaluation weight than price, with five quality measures set out in the tender criteria.

Planning Information

The Royal Borough of Kingston upon Thames (RBK) would like to invite participation in a Preliminary Market Engagement (PME) exercise to seek the views of the market for the provision of supported living service, including the promotion of daily living skills, for approximately 12 individuals with low to medium learning disabilities, housed in self-contained residential flats. This is not a tender exercise. The purpose of this PME is to assist the Council in gaining a better understanding of the feasibility of the requirements, the most appropriate operational approach and any possible risks or issues for any potential future competitive procurement exercise. For the first stage of PME, interested suppliers are invited to read a memorandum of information (MOU), complete and return a questionnaire and attend an online engagement session. From those service providers who respond to the questionnaire, RBK reserves the right to invite selected respondents to participate in a late stage further engagement. The primary purpose of this stage is to allow the Council to ask further questions regarding the submitted responses and to gain a deeper understanding of key elements and nuances within those responses. For the avoidance of doubt, this is the scoping phase and there is no commitment at this stage to carry out a procurement exercise. Any information gathered will not be considered in any future tender exercise. Please note that participation or non-participation in this PME shall not prevent any supplier from participating in any future procurement process, nor is it intended that any information provided shall place any supplier at an advantage or disadvantage in any future procurement exercise. The memorandum of information and the questionnaire can be downloaded from the documents section of the London Tenders Portal DN811512. Tuesday 14th April 2026 - Online engagement session 3:00-4:30 pm (the link to join the online session can be found in the MOU and will be published on the messaging function on the portal. Wednesday 22 April 2026 - Deadline for clarification queries. Friday 24th April 2026 - Deadline for interested parties to provide written responses to the questionnaire. This Procurement is being conducted under the Procurement Act 2023 light touch regime.
