Notice Description

The Home Office is considering procuring UK housing market residential sales and rental market data for use as market intelligence to inform a range of operational delivery and strategic decision making. As part of this activity, the Home Office is undertaking preliminary market engagement (in the form of a Market Engagement Questionnaire) to gather insights and feedback from the market to help shape and refine the potential requirements ahead of any formal procurement process. The content of this Notice, including the nature of works and services and the start date of the contract, may be subject to change. For the purposes of this Preliminary Market Engagement Notice, the estimated contract value has been listed as PS0. This figure does not reflect the expected final value of the contract. The actual estimated value is currently being finalised and will be shared at a later date.

Planning Information

It is our intention to invite those suppliers that express an interest in this procurement to complete an initial Market Engagement Questionnaire (MEQ). In order to proceed, suppliers will be required to sign a Non-Disclosure Agreement (NDA). Signing the NDA does not commit the supplier to participate in the procurement; it simply enables the Authority to share relevant procurement information with them. The following steps outlines the market engagement process in further detail: 1.Register on the Home Office eSourcing Portal Suppliers must be registered on the Home Office eSourcing Suite to participate. If your organisation is not yet registered, please do so at: https://homeoffice.app.jaggaer.com/web/login.html Select the "To register click here" link and follow the instructions. Note: You must have a valid DUNS number (as provided by Dun & Bradstreet) for the organisation that will be entering into any subsequent contract. 2. To express an interest, please send an email to the below address, including the following details: a) Email: asylumsupportprocurementteam@homeoffice.gov.uk b) Subject of email: Project_19637 – Housing Market Sales & Rental Data procurement: Expression of Interest c) Email to include: Organisation name, Contact name, E-mail address and telephone number. 3. The Supplier will then be asked to complete a Non-Disclosure Agreement (NDA) and return back to the Authority for countersignature. 4. Suppliers will receive access to the Statement of Requirements (SoR) and Market Engagement Questionnaire (MEQ). 5. Suppliers will have the opportunity to submit clarification questions, for which the deadline to submit is 21st April. 6. Suppliers are required to submit their MEQ prior to the engagement deadline (24th April 2026) for review by the Authority. The Home Office reserves the right to amend the Market Engagement process at a later date if needed. Any changes will be updated on the Preliminary Market Engagement Notice and over email.
