Notice Description
North Tyneside Council require an extension of the Civica product, Keystone manage compliance with building standards for council houses. Keystone is built on older technology and the expectation is that the overarching NEC product would replace this current service when this is ready.

North Tyneside Council have direct awarded through the Crown Commercial Services Vertical Applications Solutions Framework. Following the overarching NEC product as previously procured, the Authority needed to reprocure for an additional year with Keystone to ensure the product remains functional until the wider NEC product is ready for use.
Procurement Information
North Tyneside Council intends to award a 12-month extension to the existing Civica Keystone system, which provides essential functionality for managing building safety and compliance across the Council's housing stock. The current Keystone contract is due to expire on 27 February 2026. Keystone is an incumbent, business-critical system built on legacy technology. The Council's strategic plan is to transition this functionality to the NEC platform once that solution is fully ready for implementation. Procuring an alternative system for a short interim period would require significant implementation effort, data migration, configuration, and staff retraining, all of which would be disproportionate to the short contract duration and would not represent value for money. A quotation has been obtained from Civica UK Ltd, the incumbent supplier, for a 12-month extension of the existing service. Following a review of operational requirements and the planned migration to NEC, extending the current Keystone provision is the only viable option that ensures: - continuity of statutory building safety and compliance functions - avoidance of unnecessary implementation and transition costs - protection of data integrity during the planned system migration - uninterrupted service delivery to support the Council's housing responsibilities On this basis, the Council has determined that extending the existing Keystone contract with Civica UK Ltd for a further 12 months represents the most appropriate, proportionate, and economically advantageous solution. The direct award is therefore justified to maintain continuity of service during the transition to the NEC product.
