        "description": "Castle Point Borough Council are seeking an experienced contractor to develop a site in Thundersley into temporary accommodation on a design and build basis. The works comprise the design development (from RIBA Stage 3 Plus onwards, based on the existing architectural drawings only), construction, completion and handover of site. The scope includes, but is not limited to, detailed design development, procurement, construction, commissioning, testing, certification and achievement of practical completion, together with all works necessary to deliver a fully functional, compliant and complete development in accordance with all applicable statutory requirements, the employer's requirements and the contract documents. Further planning work arising from awarded contractors design development value engineering proposals, utility diversions or abnormal connection upgrades (including temporary construction power), and any works outside the agreed red line boundary.",

        "riskDetails": "The contracting authority reserves the right to modify the contract, in reliance on Schedule 8 paragraph 5 of the Procurement Act 2024, where the contracting authority considers that a \"known risk\" has arisen. a \"known risk\" is a risk which could jeopardise the satisfactory performance of the contract, but because of the nature of the risk it could not be addressed in the contract as awarded. The following risks have been identified as known risks: Asbestos: It is possible that asbestos is found in the bungalows after work has commenced. Contaminated car park surfaces: It is possible that the car park surfaces are found to be contaminated after work has commenced. Local Government Reform in 2028: It is anticipated, that during the life of this contract, the LGR process will commence and/or progress potentially impacting this contract. Time delays to contract programme: It is possible for there to be delay to the contract programme arising from matters outside of the Contractor's control, including but not limited to, planning determination, statutory approvals or third party interfaces."
