A reactive response could be applicable city wide on any of the areas under regular routine maintenance. The familiarity is then there with the team responding to an incident. Also as the reactive element doesn't not provide a consistent level of demand and comprises of a very small section of the works, separating and letting as a standalone contract will not achieve best value to the council or be appealing to the market."
