Summary of the contracting process

The Education Authority is procuring a framework for sports equipment, fitness equipment and related services for organisations across Northern Ireland. The scope covers the supply and delivery of sports equipment; the supply, delivery, installation and commissioning of fitness equipment; maintenance of gymnasium equipment; and maintenance of fitness equipment. Potential users include Education Authority schools and educational centres, controlled and voluntary grammar schools, Catholic maintained, independent, Irish-medium and integrated schools, nursery schools, youth centres, further education colleges, libraries and several named education and cultural bodies. The requirement is divided between goods and services, supporting purchases for schools, colleges and other participating public bodies throughout Northern Ireland. Sports equipment includes field and court sports equipment, while the fitness provision covers fitness equipment installation and ongoing maintenance.

The process reached tender: the Education Authority invited offers through an open procedure, with electronic submission allowed in English. The enquiry deadline was 21 September 2026 at 3pm, and offers were due by 30 September 2026 at 3pm. The framework is expected to run from 7 February 2027 to 6 February 2031. Its estimated value is £8,000,000 excluding VAT (£9,600,000 including VAT). Lot values excluding VAT are £5,400,000 for sports equipment, £2,100,000 for fitness equipment, and £250,000 each for gymnasium-equipment maintenance and fitness-equipment maintenance. All four lots use 100% price evaluation. The framework may use direct call-offs or mini-competitions, with and without reopening competition. Suppliers must pay a 0.75% management levy where spend exceeds £100,000 with one supplier across all lots.

Suppliers should be able to meet operational requirements across participating schools, colleges, libraries and other public bodies, respond to direct call-offs and mini-competitions, and maintain continuity of supply or service. Product characteristics, availability and delivery lead times will inform individual purchasing decisions, while mini-competitions are awarded on price subject to any project-specific mandatory requirements.

Planning Information

The Education Authority Northern Ireland (EANI), in preparation for a procurement process, wish to engage with the market to seek supplier views and feedback on potential approaches for a Framework for the Supply and Delivery of Sports and Fitness Equipment, and the Maintenance of Gymnasium and Fitness Equipment. Market Feedback will be provided via the completion of a questionnaire, to be submitted via eTendersNI. Suppliers who wish to participate in the pre market engagement exercise should complete the pre market engagement questionnaire on eTendersNI, accessible under the CfT CA Unique ID EANI-5203 Furthern information including the questionnaire can be downloaded from the CfT on eTendersNI. Suppliers also have the opportunity to submit queries regarding the engagement via the eTendersNI messaging function. The Questionnaire must be completed and submitted via the messaging function on eTendersNI no later than 3pm on Tuesday 28 April 2026. There are no documents required at this point other than the completed questionnaire. Any information gathered through this market consultation exercise will inform internal business planning and any possible subsequent procurement process and will NOT be appraised in any future tender evaluation exercise. Please note that participation or nonparticipation in this preliminary market consultation exercise shall not prevent any supplier from participating in any potential procurement process, nor is it intended that any information supplied shall place any supplier at an advantage or disadvantage in any forthcoming procurement process. For the avoidance of doubt, this is the scoping phase of the project and is not part of a formal procurement process.
