Service Design for Embedding Positive Cultures in Residential Care across Wales
Notice Description
Social Care Wales is looking for two experienced, independent suppliers to help shape and test a new programme designed to build positive, relationship centred cultures in adult social care across Wales. The programme aims to "help care providers nurture, measure and sustain positive, relationship centred cultures." This work is funded through the Rayne Foundation's Better Carers Better Careers initiative and will run across multiple years. The programme is split into two lots, each with a distinct focus but designed to work closely together. The contract will be divided into the following Lots, and Social Care Wales intends to appoint one provider per Lot. Suppliers may bid for one or both Lots; however, a Supplier awarded one Lot will not be eligible to be awarded the other. Lot 1 - Codesigning and Testing New Leadership Support and a Self-Assessment Tool This supplier will: - Recruit six adult social care providers to act as pilot sites. - Run co design workshops with leaders, managers, frontline workers and stakeholders. - Develop a Theory of Change and work with the supplier leading the evaluation to shape the evaluation approach. - Collect and support high-quality data throughout the programme. - Carry out baseline, midpoint and final culture assessments at each site. - Provide tailored support such as coaching or team learning. - Produce: ~ A Service Design Report explaining what was created, how it was tested and what was learned. ~ A Tool Design and Testing Report for a new bilingual digital/printable self assessment tool. Lot 2 - Evaluation and Impact Assessment This supplier will: - Design and deliver a mixed methods evaluation to understand how the programme works and what difference it makes. - Assess whether the user research, leadership support and self-assessment tool were delivered as intended. - Explore outcomes for staff, leaders, providers, people using services and the wider system. - Capture lived experience across the six pilot sites using ethical, inclusive methods. - Produce: ~ A full evaluation framework and data collection plan. ~ Regular progress and insight reports. ~ A final bilingual evaluation report with findings, case studies and recommendations. ~ A bilingual stakeholder presentation. Cross cutting Requirements Both suppliers must: - Work collaboratively with each other, Social Care Wales, Care Inspectorate Wales and the Rayne Foundation's evaluators. - Deliver inclusive, accessible activities that reflect the diversity of the Welsh social care workforce. - Use secure digital tools for engagement and data collection. - Carry out at least 20 engagement activities (e.g., workshops, interviews, focus groups). - Meet all requirements for data protection, ethics, bilingual delivery and Social Care Wales branding. Lot 2 - Gwerthuso ac Asesiad Effaith Bydd y cyflenwr hwn: - Dyluniwch a chyflwyno gwerthusiad dulliau cymysg i ddeall sut mae'r rhaglen yn gweithio a pha wahaniaeth y mae'n ei wneud. - Asesu a yw'r ymchwil defnyddwyr, cymorth arweinyddiaeth ac offeryn hunanasesu wedi'u cyflwyno fel y bwriadwyd. - Archwilio canlyniadau ar gyfer staff, arweinwyr, darparwyr, pobl sy'n defnyddio gwasanaethau a'r system ehangach. - Cipio profiad byw ar draws y chwe safle peilot gan ddefnyddio dulliau moesegol, cynhwysol. - Cynhyrchu: ~ Fframwaith gwerthuso llawn a chynllun casglu data. ~ Adroddiadau cynnydd a mewnwelediad rheolaidd. ~ Adroddiad gwerthuso dwyieithog terfynol gyda chanfyddiadau, astudiaethau achos ac argymhellion. ~ Cyflwyniad rhanddeiliaid dwyieithog. Gofynion Trawsbynciol Rhaid i'r ddau gyflenwr: - Gweithio ar y cyd a'i gilydd, Gofal Cymdeithasol Cymru, Arolygiaeth Gofal Cymru a gwerthuswyr Sefydliad Rayne. - Darparu gweithgareddau cynhwysol, hygyrch sy'n adlewyrchu amrywiaeth gweithlu gofal cymdeithasol Cymru. - Defnyddiwch offer digidol diogel ar gyfer ymgysylltu a chasglu data. - Cynnal o leiaf 20 o weithgareddau ymgysylltu (e.e., gweithdai, cyfweliadau, grwpiau ffocws). - Cwrdd a'r holl ofynion ar gyfer diogelu data, moeseg, cyflenwi dwyieithog a brandio Gofal Cymdeithasol Cymru.

Both sessions will begin with the same presentation outlining the requirements, following which an opportunity for questions and answers will follow. The sessions will be recorded and uploaded against this notice on Sell2Wales. If you are interested in joining a preliminary market engagement session, please email procurement@socialcare.wales advising the tender title and desired session date/time. Following the sessions the Sell2Wales question and answer portal will be live for a following 2 working days up until 17:00, 22 April 2026.
