Summary of the contracting process

The London Borough of Harrow is currently in the tender stage for the procurement of a comprehensive care and wellbeing service for older adults at Ewart House, an extra care housing scheme situated in Harrow. This process commenced with the release of a tender notice on 20th July 2026, with the tender period concluding on 30th September 2026. The procurement adopts an open procedure under a competitive flexible method, specifically designed to appoint a service provider to deliver personalised care services to individuals aged 55 and over with various health and social needs. The London Borough of Harrow, a sub-central government public authority, is the contracting entity responsible for this procurement aimed at replacing an existing contract set to expire on 31st March 2027. The planned contract term is from 1st April 2027 to 31st March 2032, with a potential extension of up to two years.

This tender presents a substantial opportunity for businesses, especially those specialising in health and social work services, to expand their portfolio by partnering with a significant local government body. The contract's estimated gross value is £8.4 million, which presents a lucrative opportunity for providers, particularly SMEs and Voluntary, Community, and Social Enterprises (VCSEs), who are encouraged to participate. Businesses capable of delivering a high-quality service model that addresses diverse and complex client needs, and who can demonstrate competitive pricing and alignment with the London Living Wage, will find this opportunity particularly suited to their capabilities. The procurement process, structured to maximise SME participation, involves multiple assessment stages, leading to a competitive environment that ensures service innovation and quality delivery.
