Summary of the contracting process

The North Yorkshire Council established an inclusion services framework for children and young people with special educational needs and disabilities, including those needing education other than at school and post-16 support. Its seven service areas cover in-person primary and secondary education, online education, therapeutic interventions, alternative and enrichment activities, post-16 provision, and targeted SEND improvement and workforce development. This framework demonstrates demand for a varied local supply base: specialist education providers, online learning services, therapists, alternative activity providers, post-16 organisations and SEND improvement or workforce-development specialists can each match a distinct service area. The selected provider group includes small and medium-sized businesses and voluntary or community organisations, so the competition was not limited to large national suppliers. Credible future suppliers will need to show that their provision meets individual SEND needs and supports reintegration, independence and social confidence; for workforce-development work, evidence of improved SEND practice will be central. Social value was part of the assessment across all lots. The framework is demand-led, and individual placements or work packages are awarded through mini-competitions or direct awards, with supplier prices used at call-off.

North Yorkshire Council (the "Authority") invites tenders for appointment to a multi provider Inclusion Services Open Framework. The open framework will support the delivery of high quality, needs led provision for children and young people with Special Educational Needs and Disabilities (SEND), including those requiring Education Other Than at School (EOTAS) and post16 support. This open framework aims to establish an efficient and quality assured method of procuring provision aligned with statutory duties under: * The Children and Families Act 2014 * SEND Code of Practice: 0-25 years * Procurement Act 2023 / Public Contracts Regulations 2015 * Relevant safeguarding legislation This open framework supports the Authorities Local Area SEND Strategy and High Needs Block (HNB) Transformation Programme.
