Summary of the contracting process

Plymouth City Council has awarded a contract for an Appropriate Adult Service for young people aged 10 to 17 years. This procurement process, classified under the health and social work services category, is intended to ensure that young people in police custody understand their rights and the pertinent procedures. The process was conducted under a limited competition procurement method, classified as being below the threshold with a light touch regime. The contract, awarded to The Appropriate Adult Service Limited, will commence on 1st June 2026 and run until 31st May 2029, with a possibility for a three-year extension. It includes a provision that Appropriate Adults arrive within 1.5 hours of being called, with subsequent report submission to Plymouth City Council's Youth Justice Service within 24 hours.

This contract presents significant opportunities for businesses specialising in social work services, particularly those equipped to offer timely, effective support to young people in sensitive situations. Ideal contenders for similar future tenders would likely be SMEs like The Appropriate Adult Service Limited, which operates as a supplier. Businesses within the United Kingdom that can ensure competitive and efficient service delivery, coupled with an understanding of rights advocacy for youths, may find this sector particularly rewarding. The contract's alignment with sub-central government public authority goals further highlights its importance in addressing community needs through dedicated service provision.
