    "description": "This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Regulation 14 was applied for the following reasons. The award is required urgently to address the need for crisis drop in support in the Scarborough area to de-escalate patient presentation and provide a first point of contact for those in distress in the area. There is currently no alternative provision of a first point of access for crisis support in the area there the risk is too high not to award the contract for the following 12 months whilst additional neighbourhood initiatives are developed and understood.
