Summary of the contracting process

Peterborough City Council is seeking multidisciplinary property consultancy services for its corporate property portfolio. The work is divided into six specialist lots: multidisciplinary consultancy; structural engineering; building surveying; mechanical, electrical and public health engineering; construction design management and health and safety; and fire engineering and building safety. Services include property and structural surveys, design and remedial advice, cost consultancy, project management, planning, heritage and sustainability advice, building safety design, fire strategy reviews and hazardous-substances consultancy. Suppliers can bid for specialist disciplines or the broader multidisciplinary lot. The framework may also be used by other public bodies, including councils, government departments, NHS and education organisations, police and fire services, housing providers and transport authorities. Work is for Peterborough City Council’s corporate stock, with delivery in the UK.

The buyer invited tenders through an open procedure for a framework agreement, with call-off contracts awarded either by direct award in specified circumstances or, by default, mini-competition. The tender deadline was 30 November 2026 at 12:00 and the enquiry deadline was 20 November 2026 at 23:59. The framework period is 1 April 2027 to 31 March 2031. Its estimated value is £30 million excluding VAT (£36 million including VAT). Lot values excluding VAT are £18 million for multidisciplinary consultancy, £1.8 million for structural engineering, £4.2 million for building surveying, £1.2 million each for mechanical/electrical/public health and CDM/health and safety, and £3 million for fire engineering/building safety. Bids are assessed 60% on quality and 40% on price, including implementation, resources, delivery capacity, communication and reporting. Suppliers may be appointed to no more than four lots; each lot has a limit of three or four suppliers.

The framework suits consultancies able to deliver one specialist discipline or coordinate multidisciplinary property advice. Small and medium-sized businesses are explicitly suitable across the lots, and suppliers can rank their lot preferences when bidding. Relevant capability may include chartered or otherwise qualified building, structural, civil, mechanical and electrical engineering; surveying; architecture; quantity surveying; heritage and conservation; sustainability and energy; project and programme management; planning; and fire engineering and building safety. Specialist experience in surveys, inspections, remedial design, technical reports, fire strategies and review of building-safety documentation will be relevant to the corresponding lots. The scope also calls for CDM, health and safety and DSEAR expertise, including accredited NEC supervisors and project managers for applicable work. Delivery, available resources, communication, reporting and implementation approach all contribute to quality assessment, so firms should be able to demonstrate dependable capacity and effective service management.

Planning Information

PCC will be holding a Supplier Engagement Event on the 15th May 2026 to promote the development of three frameworks and to provide information around how these are proposed to be structured alongside information around the procurement process and an opportunity for suppliers to provide your feedback. There will be a morning event taking place from 10am and an afternoon event taking place from 1.30pm. An opportunity for networking lunch between 12pm and 1.30pm. Here are the main procurement activities being progressed: Multidisciplinary Consultancy Framework This framework is being created to offer access to a wide range of property consultancy services, including building surveying, structures and civil engineering, mechanical and electrical engineering, fire engineering, quantity surveying, and architectural services. Mechanical and Electrical Framework Aimed at supporting effective management and maintenance of our assets, this framework will ensure statutory compliance, safety, value for money, consistent service delivery, and improved asset performance. It will cover areas such as heating, ventilation, air conditioning, refrigeration, boilers, water systems, renewable energy, fire safety, electrical safety, security systems, and more. Repairs and Maintenance Framework This will provide a comprehensive and auditable approach to reactive repairs and maintenance for council-owned and managed assets. The focus will be on timely and efficient response, improved consistency, enhanced transparency, reduced asset downtime, and alignment with our broader asset management strategy. Covered areas include multi-trade maintenance, brickwork, carpentry, plastering, painting, flooring, glazing, roofing (under £25k), drainage, fencing, clearances, removals, and passive fire works (under £25k). The framework will be split down into smaller lots, encouraging all contractors to tender for there specialist areas, or provide a wider delivery by applying for multiple lots. We want the framework to be accessible for all contractors big or small and local to Peterborough and surrounding area.
