Summary of the contracting process

Yorkshire Purchasing Organisation (YPO), working with Leicestershire County Council trading as ESPO and the Association of North East Councils (NEPO), is procuring insurance brokerage and associated services for public sector organisations across the UK. The framework is intended to give councils and other public bodies access to brokers able to design and manage insurance programmes, arrange specialised, high-capacity insurance products and support complex liabilities. Services include ongoing account management, complaints handling, engagement with insurers and support with procurement and market presentation. The requirement also covers transparency, conflicts of interest, data protection and security, and the use of artificial intelligence in brokerage services. Social value themes include good jobs, skills development and training, as well as environmental improvement and protection.

YPO invited tenders through an open procedure to establish a framework, with up to four appointed brokers. The enquiry deadline was 23 November 2026 at 14:00 UTC; tenders were due by 14 December 2026 at 14:00 UTC, and the planned award decision date was 26 February 2027. The framework is scheduled to run from 1 April 2027 to 31 March 2031. Its estimated value is £10 million excluding VAT (£12 million including VAT). Evaluation for the framework gives 60% to quality, 20% to price and 20% to social value. Economic and technical selection criteria apply, with requirements set out in the tender documents. A 0.5% retrospective management charge applies to sales under the framework. Framework customers may award work through direct selection or further competition.

This suits established insurance brokers with the breadth and capacity to serve public bodies with varied, complex liabilities and specialised, high-capacity insurance needs. Strong candidates will be able to design insurance programmes, provide dependable account management and complaints handling, and demonstrate effective relationships with the insurance market. The assessment also places substantial emphasis on service capacity and delivery, market strength, market engagement, transparent remuneration, equal treatment of insurers and management of potential conflicts. Suppliers should be prepared to evidence robust data protection and security arrangements and explain their approach to artificial intelligence. The framework also rewards credible social value commitments, particularly quality jobs, skills development and training, and environmental improvement. Appointed providers will need to support both direct awards and competitive call-off exercises, with individual customers able to set requirements and evaluation weightings for their competitions.

Options: The right to additional purchases while the contract is valid. Any resulting Framework and Call-off Contract shall be deemed to cover any service that can be supplied by the successful Tenderer(s) over the life of the Framework and Call-off Contract within the scope of insurance brokerage services.

Planning Information

YPO intends to hold pre-market engagement (PME) sessions between 27 April - 15 May, 2026. We wish to engage with insurance brokers who have the scope and capacity to support public sector contracting authorities with all of their complex liabilities, and their requirement for specialised, high-capacity insurance products. In advance of an engagement meeting, YPO shall send out a Request for Information (RFI) document to interested providers. It is requested that providers complete and return the RFI no less the two working days before the engagement meeting. The purpose of the engagement meeting shall be to review the RFI response, and to discuss the following points: scope of brokerage services offered, T&Cs, market conditions, pricing structures, options for delivery of social value, potential routes to market and mechanisms for call-off contracts, in order to ensure the new iteration is fit-for-purpose for YPO's public sector customers. Sessions will take place remotely (via Microsoft Teams) or in-person, depending on the availability and capacity. Please contact James Maclean at insurance@ypo.co.uk to request the RFI document and to arrange a PME session.
