North Northamptonshire Council Call for Supplier Engagement for Repairs to Welfare Units at Dunlop Close
Notice Description
North Northamptonshire Council (hereafter known as "the Council") are looking to carry out Preliminary Market Engagement (hereafter referred to as "Pre-Market Engagement") in relation to the capability and capacity of a potential supplier providing the services detailed below. Dunlop Close, Corby is a one acre local authority traveller site providing 10 permanent residential pitches, designed to meet identified accommodation needs for the Gypsy and Traveller community. The site was developed in two key phases, both phases incorporated prefabricated amenity blocks and were funded, at least in part, through external grant support from the Department for Communities and Local Government, in line with national minimum traveller site standards at the time. Each of the 10 pitches is supported by an individual amenity block intended to provide essential welfare facilities for residents, including a kitchen area and a shower room. A small site office is also located on the site to support management and operational needs. The amenity blocks are positioned adjacent to concrete bases designed to accommodate touring caravans. While electric hook ups are available on each pitch, the individual plots were not provided with separate gas, water, or sewerage connections, resulting in residents being heavily reliant on the amenity blocks for day to day living requirements, hygiene, and food preparation. The primary objective of the proposed works is to ensure that 8 of the 10 existing welfare units are maintained at an appropriate standard and remain fit for purpose for continued occupation. This will be achieved by undertaking necessary repairs, remedial works, and component replacements to address defects, wear and tear, and any health and safety concerns. The purpose of this Pre-Market Engagement is to understand market appetite and to engage with appropriate contractors to support the development of the required repair works.
Planning Information
The Council will consider any feedback received to help inform the Council's options and further decision making. Any potential Supplier which does not respond to this Pre-Market Engagement exercise within the stipulated timescales will not exclude themselves from any potential Procurement process for this project. For the avoidance of doubt, this stage of the project is not part of a formal procurement process, and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the Pre-Market Engagement exercise shall not prevent any provider participating in a potential future procurement, nor is it intended that any information supplied as part of the Pre-Market Engagement exercise shall place any provider at an advantage in a potential procurement process. The Council will not reimburse any expenses incurred by any person in the consideration of and/or response to this Pre-Market Engagement exercise. All documents and materials, which comprise the response, must be written in English only.
