Summary of the contracting process

East of England Ambulance NHS Trust sought an Ofqual-regulated awarding organisation to support its Leadership Development Framework. This opportunity suited an awarding organisation with direct experience of Ofqual regulation and the RQF, including qualification assurance, evidence and validation of learning, and certification processes. Suppliers needed to be able to work with the Trust to complete and quality-assure an existing leadership development framework, assess whether new modules met regulatory requirements, and support retrospective certification for learners who had already completed the course. The requirement called for advisory and assurance capability over an ongoing programme rather than a one-off training delivery service. Organisations familiar with regulated qualifications, leadership development, curriculum or module approval, learner records and certification would have been well placed to compete. The procurement was terminated because the Trust chose to align its offer with the nationally recognised NHS leadership approach and no longer considered a separate accredited framework appropriate.

Notice Description

The Authority require an Ofqual Regulated Awarding Organisation to provide support in finalising and assuring their Leadership Development Framework meets the specific conditions required by Ofqual to admit the qualification to the Regulated Qualifications Framework (RQF). The Supplier will provide ongoing support to ensure any additional modules added to the framework over the life of the contract meet the specific requirements required by Ofqual to admit the qualification to the RQF The Supplier will advise and support the Authority with ensuring all learners who have already completed the course since January 2024 can be retrospectively certified once all learning has been evidenced and validated.
