Summary of the contracting process

North Lanarkshire Council procured secure collection, destruction and disposal of confidential paper waste. The requirement covers recurring scheduled off-site destruction, ad hoc off-site services and ad hoc on-site destruction across the Council’s organisation. Materials may contain personal data and commercially sensitive information, so the service must protect information throughout collection, transport, destruction and disposal. The work supports the Council’s retention schedules and records management plan, and compliance with UK GDPR, the Data Protection Act 2018 and the Public Records (Scotland) Act 2011. It also reflects recognised security protocols, records-management practice and relevant ISO standards. The service category is confidential waste and paper collection, including non-hazardous waste treatment, disposal, recycling and shredding.

The procurement is complete and an active contract was awarded through an open procedure. Six electronic bids were received, including three from SMEs. Highlander Security Shredding Ltd. was selected, and the contract was signed on 23 July 2026. The contract value is £131,972.50; the original estimated procurement value was £200,000, both in GBP. The requirement was evaluated equally on quality and price, weighted 50% each. The planned contract duration is 1,080 days, with provision for two additional 12-month extensions if required. Bids had to be in English, with a 120-day validity period, and variants were not allowed. The contract uses electronic ordering and payment, with electronic invoicing permitted. A mandatory declaration of non-involvement in serious organised crime applied, with enhanced probity checks reserved before award.

This award demonstrates established demand from North Lanarkshire Council for a specialist confidential-waste provider able to deliver secure paper shredding through both planned and responsive services. A credible future competitor would need operational capacity for recurring collections as well as ad hoc off-site and on-site work, with reliable chain-of-custody controls from collection through final destruction or disposal. Strong information-governance procedures are central because the waste can contain personal and commercially sensitive information. Relevant security protocols, records-management expertise and recognised ISO certifications would support a competitive offer, alongside demonstrable compliance with UK data-protection and public-records obligations. Suppliers must also be prepared for enhanced probity checks and provide the required declaration concerning non-involvement in serious and organised crime.
