Summary of the contracting process

Bolton Metropolitan Borough Council procured a stairlift and hoist maintenance service for its property portfolio. The requirement covers building and facilities management services associated with maintaining stairlifts and hoists used across the Council’s properties. It is a service contract rather than a supply or construction project, and the Council appointed one contractor for the requirement. The named buyer is Bolton Metropolitan Borough Council, a sub-central public authority. The work relates to the Council’s property estate, with the procurement associated with the Bolton area. Businesses suited to this opportunity would typically provide planned and reactive maintenance, inspection, repair and servicing for stairlifts and hoists, with the operational capacity to support a public-sector property portfolio through a single service arrangement.

The procurement is complete and the contract was awarded on 21 August 2026 to W.H. Scott & Son (Engineers) Limited. The awarded value is £100,281 gross. It was a below-threshold open competition under the Procurement Act 2023, with one lot and one contractor. The contract runs from 7 September 2026 to 6 September 2029, with a possible extension through two further 12-month periods, subject to agreement and satisfactory performance. The original tender estimated value was £80,565 gross. Evaluation weighted price at 45%, quality at 35% and social value at 20%. Eleven tenders were received, ten reached the final stage and eight final-stage bids came from SMEs. The tender status is complete.

This award demonstrates a defined requirement for specialist stairlift and hoist maintenance within a local authority property portfolio, delivered through a single-provider arrangement. Relevant competitors would need practical capability in servicing, inspecting, repairing and maintaining stairlifts and hoists, together with sufficient workforce and scheduling capacity to support multiple council properties. The evaluation shows that technical service quality and social value were important alongside price, so a credible future supplier would need to evidence reliable delivery, competent engineers, effective maintenance planning, responsive fault handling and a clear social-value contribution. The opportunity was suitable for SMEs, and the final competition included eight SME bids, indicating that established smaller engineering or facilities-management businesses can compete when they can demonstrate the required specialist capability and delivery capacity.
