Summary of the contracting process

Stevenage Borough Council is buying CCTV control-room monitoring services for the Hertfordshire CCTV Partnership. The appointed contractor will supply operatives to monitor the system and report to the Council’s CCTV Operations Manager. The control room is in Stevenage and operates continuously, 24 hours a day, every day of the year. The service supports the handling of incidents and the provision of video evidence to Hertfordshire Police. The requirement is for one contractor and has been kept as a single package rather than divided into lots. The work falls within security monitoring and closed-circuit television services (CPV 92222000).

The Council invited tenders through an open procedure. Tender submissions, including a separate Social Value offer, were due by 12 noon on 30 November 2026; clarification questions were to be submitted before the deadline set in the procurement documents. The planned contract runs from 1 May 2027 to 30 April 2030, with options for two further 12-month extensions, potentially extending the term to 30 April 2032. The estimated value is £2.5 million excluding VAT (£3 million including VAT). Evaluation gives 50% to quality, 40% to price and 10% to Social Value. TUPE applies, and bidders must return a signed confidentiality undertaking to receive employee liability information. The Council stated a contract award decision was due by 21 January 2027.

This opportunity suits security firms able to staff a continuous, round-the-year CCTV monitoring operation from Stevenage and provide reliable reporting to the Council’s operations manager. The service supports a substantial operational workload: the existing systems recorded more than 6,000 incidents in 2025/26, with video evidence supplied to Hertfordshire Police. Bidders need SIA accreditation, NSI Gold and the specified BS7958 and TEA2 qualifications or licences, and must have at least £1 million annual turnover. TUPE applies, so suppliers should be equipped to assess and manage the transfer of incumbent staff; employee liability information is to be provided after return of the confidentiality undertaking. The Council identifies the opportunity as suitable for SMEs and voluntary, community or social enterprises, subject to meeting the participation conditions and delivering the required service.
