Summary of the contracting process

Science Museum Group commissioned quantity surveying and contract administration services for structural repairs to railway turntable roads at the National Railway Museum in York. The Great Hall contains 24 roads surrounding a turntable; structural failure has caused rails to move out of gauge while rail vehicles are being relocated. The requirement covers the next 13 repairs, affecting Roads 3, 4, 5, 7, 13, 14, 15, 16, 17, 18, 19, 22 and 23. The work is professional services supporting civil engineering repairs rather than construction delivery itself. It combines quantity surveying, including quantity surveying for civil engineering works, with administration of the repair contracts. The buying organisation is the Science Museum Group, a central government public authority, and delivery is centred on the National Railway Museum in York.

This below-threshold procurement has been completed through an open competition. One lot covered the services, evaluated on 30% price and 70% quality. The tender closing deadline was 15 May 2026, following an enquiry deadline of 4 May 2026. The estimated value was £60,000 excluding VAT and £72,000 including VAT. Appleyard & Trew LLP was selected as supplier, and the contract was signed on 20 July 2026. The signed contract is worth £56,241 excluding VAT and £67,490 including VAT. Its contract period runs from 20 July 2026 to 19 July 2028. The process and lot are recorded as complete, while the contract is active. Electronic bid submission was allowed.

This opportunity indicates a defined need for professional quantity surveying and contract administration around complex railway heritage infrastructure. A credible future supplier would need to scope and cost structural repair programmes, manage quantities and commercial controls, and administer multiple civil engineering repair contracts. Relevant experience would include work on rail infrastructure, turntables, track or other specialist engineering assets, particularly where movement, structural failure and operational constraints affect the repair approach. Suppliers should also be able to coordinate a phased programme across 13 separate roads and support a museum while vehicles and public-facing facilities remain important considerations. The evaluation shows that technical quality carried substantially more weight than price, so strong evidence of comparable project delivery, robust contract administration and clear quality assurance would be important when this buyer next tests the market.
