Summary of the contracting process

This tender by Historic Environment Scotland (HES) seeks to establish a framework agreement for freelance facilitators to deliver learning programmes within Scotland, primarily targeting the Central Belt. As an active procurement process, businesses are invited to apply by 20 May 2026, utilising the electronic submission method described on the Public Contracts Scotland website. The tender, identified as HES/C/4334, falls under the "Education and training services" category and seeks services that integrate cross-curricular learning activities for schools and community groups, aimed at enhancing public engagement with HES sites and collections.

This procurement presents opportunities for freelance educators and training providers capable of delivering cross-curricular learning activities, with the potential for subsequent contract extension after two years. The open procedure allows businesses to compete, provided they meet the financial criteria assessed by Historic Environment Scotland using business credit reports. Suitable candidates will have the opportunity to work with a national heritage organisation, engaging diverse audiences across various venues, both on HES sites and through outreach programmes. The contract can accommodate up to 12 freelancers, creating significant prospects for those specialising in educational facilitation and programme delivery.

Notice Title

Framework Agreement for Learning Program - Activity Facilitators

Notice Description

As part of our Making Sense of Scotland offer the Learning and Inclusion team and HES Collections Unit provide a range of fully facilitated programmes for schools, informal learners and community groups, both at our sites and as outreach. These incorporate a variety of existing activities on a range of cross-curricular topics offered to learning groups and to enhance public engagement with HES sites and collections through tours and events. Some are offered as bookable sessions and others in a drop-in format. To ensure continuity of programming the HES Learning and Inclusion Team is seeking to commission a pool of up to 12 freelance facilitators who can deliver a range of these learning activities both at HES sites and in an outreach capacity in schools and community venues. These will primarily be delivered across Scotland's Central Belt but there may occasionally be opportunities to support with delivery of activities in other regions (it should be noted that HES delivers a national learning and engagement programme with specific programmes and projects, outside of this commission, covering other areas of the country).
