Summary of the contracting process

St Mary’s Catholic Primary School Uxbridge procured school catering services for its pupils. The requirement is a delivered-in-hot meal service because the school has no production kitchen on site. The catering partner is expected to provide high-quality, reliable and engaging meals, with a nutritionally balanced and appealing food offer that supports pupil wellbeing, inclusion and a positive lunchtime experience. The service also aims to increase meal uptake and participation in Free School Meals, supported by strong operational management, effective service improvements and day-to-day support. The buyer is St Mary’s Catholic Primary School Uxbridge, with the procurement managed by Cohesion Consulting Limited. Delivery is at the school in Uxbridge, Middlesex.

The procurement is complete and the contract was awarded to The Orchard Contract Catering on 24 June 2026; the contract was signed on 17 July 2026. The award and contract value is £227,715 excluding VAT and £273,258 including VAT. The contract runs from 1 September 2026 to 31 August 2029, with an option for two further one-year extensions, potentially continuing to 31 August 2031, subject to performance, budget agreement and service quality. This was a single-stage competitive tender using a competitive flexible procedure, with electronic submissions and two final bids received. Evaluation was quality-based, with the detailed criteria set out in the invitation to tender documents. The contract payment term is 30 days from invoice.

This award demonstrates recurring demand from a primary school for outsourced catering where meals must be prepared away from the school and delivered hot. Suppliers well placed for a future requirement would need reliable production and transport arrangements, robust daily service management and the capacity to serve pupils consistently without an on-site production kitchen. A credible offer would combine nutritionally balanced, child-friendly menus with practical arrangements for dietary needs, inclusion and Free School Meal participation. Evidence of increasing meal uptake, improving the dining experience and meeting service or sales targets would be relevant. The buyer also values a proactive partnership, operational support and demonstrable value for money, while maintaining high standards throughout delivery. Established school-catering experience and the ability to sustain service quality would strengthen a competing proposition.

The School requires a 'delivered-in hot' service as there is no production kitchen on site. The School is seeking to appoint a catering partner capable of delivering a high-quality, reliable and engaging meal service that supports the wellbeing of all pupils. The initial contract duration will be three years, commencing on 1st September 2026, with the option to extend for a further two years (1+1), subject to satisfactory performance, mutual agreement on budgets and continued service excellence. The estimated annual contract value is approximately PS77,131, equating to an estimated total contract value of approximately PS231,393 over three years. The School's vision, as outlined by the Headteacher, is centred on providing an ambitious, inclusive and supportive environment where every child can thrive. This ethos should be reflected within the catering provision, ensuring that lunchtime is a positive, engaging and inclusive experience for all pupils. As part of this tender exercise, bidders are expected to focus on: * Presenting a bespoke food offer that is nutritionally balanced, appealing to pupils and designed to maximise uptake * Demonstration how they will drive participation, improve the dining experience and support the School's wider objectives. Page 4 In essence, the School needs to be convinced the successful Contractor can deliver on their promises, achieve sales targets, implement service enhancements effectively and provide reliable day-to-day operational support. The School reserves the right not to award the contract, including the option to consider an insourced solution, should submissions fail to meet the required standard. This procurement is being conducted in line with the principles of the Procurement Act 2023. The School is adopting a single-stage competitive tendering process, whereby all interested bidders are invited to submit a full tender response.
