Summary of the contracting process

Respect Collaboration Trust procured alternative provision education focused on animal care and farming for children of compulsory school age who cannot receive suitable education in school because of suspension, exclusion or other circumstances. The service combines education and training with practical farming and animal-care activities, supporting pupils’ attendance, progress, outcomes, behaviour and possible reintegration. Delivery is in the East Midlands for the Trust, which is based in Derby. The requirement covers pupil places arranged according to individual needs and provider capacity, with some regular core places alongside ad hoc placements. The buyer is Respect Collaboration Trust, with PHP Law LLP acting as procurement consultant.

The procurement is complete and awarded following an above-threshold open procedure under the light-touch services regime. One bid was received and evaluated on quality weighted at 70% and price at 30%. The contract was awarded on 4 June 2026 to The Island Project Farming and Education Centre Ltd for £250,000 excluding VAT (£300,000 including VAT). The standstill period ended on 17 June 2026, and the contract was signed on 28 July 2026. The contract runs from 1 September 2026 to 31 August 2027, with rolling annual renewals for up to five years, potentially ending 31 August 2031. Additional purchases are permitted during the contract.

This award demonstrates demand from Respect Collaboration Trust for specialist alternative education combining practical animal care and farming with structured educational support. A credible future competitor would need a suitable provision location, experienced and appropriately qualified staff, and the capacity to provide both planned and responsive pupil placements. Strong evidence would include effective attendance management, pupil progress tracking, curriculum and accreditation delivery, behaviour and safeguarding management, and support for pupils with additional needs. Providers would also need robust quality assurance, policy and regulatory compliance, incident and outcome reporting, teaching observations, risk assessments, health and safety controls, and reliable arrangements for supervision, transport and pupil data protection. The requirement is identified as suitable for SMEs and voluntary, community or social enterprises.
