Summary of the contracting process

British Business Bank Plc established a UK-wide engineering services framework to support its technology transformation and expanding digital estate. It covers six disciplines: software engineering and application design; artificial intelligence, automation and intelligent systems; service design; DevOps and platform engineering; product and user-interface design; and digital services, website development and digital experience platform support. The framework gives the Bank and the National Wealth Fund and UK Export Finance access to external specialists to supplement internal teams, manage delivery risk and accelerate priority technology work. Services may support short-term needs as well as longer-term transformation programmes.

The procurement has been awarded through an open competitive flexible procedure, using an accelerated timetable. Each lot was evaluated on quality (65%) and price (35%). The four-year framework runs from 1 December 2026 to 30 November 2030, with further competition as the only route to call-off and up to four suppliers appointed per lot. Lot 1, software engineering and application design, is valued at £4.6 million; Waracle, Equator, dxw and Aspire Systems were selected. Lot 2, AI and intelligent systems, is £3 million; Waracle, Methods, Axiologik and Atos were selected. Lot 3, service design, is £4 million; Waracle, Wunderman Thompson Commerce, Equator and hedgehog lab were selected. Lot 4, DevOps and platform engineering, is £3.1 million; Methods, Axiologik, Appvia and Mindera were selected. Lot 5, product and user-interface design, is £3 million; Waracle, Equator, Methods and dxw were selected. Lot 6, digital services and website support, is £6.8 million; Wunderman Thompson Commerce, Zoocha, Equator and Numiko were selected. Awards were dated 14 October 2026.

This framework shows demand from the British Business Bank and associated public finance bodies for specialist digital and technology delivery across distinct disciplines, rather than a single generalist service. Potential future competitors would need demonstrable capability in the relevant area, from software and web product development to AI, service and product design or platform engineering. The buyer sought suppliers able to provide skilled resource flexibly, augment internal capacity and support both urgent delivery and strategic transformation. The evaluation gave greater weight to quality than price, so credible delivery methods, relevant expertise and the ability to manage programme risk are commercially important. SMEs were considered suitable across all six lots, and the four-supplier panels indicate that smaller specialist firms as well as larger providers can compete.

This notice continues on from the: Qualifying Planned Procurement Notice (Procurement identifier (OCID): ocds-h6vhtk-068860) allowing BBB to reduce the timescales for this exercise. Pre Market Engagement Notice (Procurement identifier (OCID): ocds-h6vhtk-068750) The Bank intends to establish a multi-year, multi-supplier framework agreement for the provision of engineering services. As part of its ongoing technology transformation, including the expansion of its digital estate, the Bank requires timely and flexible access to specialist external resource across a range of technology, design and delivery disciplines. The framework is structured into a number of Lots and will establish a panel of pre-qualified suppliers capable of delivering services across, but not limited to, the following areas: Lot 1: Software Engineering and Applications Design Lot 2: Artificial Intelligence (AI) Suppliers - AI, Automation and Intelligent Systems Design Lot 3: Service Design Lot 4: DevOps - Platform Engineering Lot 5: Product Design and User Interface Design Lot 6: Digital Services and Web Product Development The framework is intended to provide the Bank with a compliant and efficient route to market for the call-off of services, enabling: Rapid access to appropriately skilled resources Supplementation of internal capacity and capability Mitigation of delivery and programme risk Acceleration of delivery across priority initiatives The framework will also support the development of a diverse, scalable and resilient supplier base, capable of supporting both short-term delivery requirements and longer-term strategic transformation objectives.
