Summary of the contracting process

Torbay Council procured face-to-face holiday activities and food services for children and young people eligible for free school meals. The programme provides food and organised activities during school holidays, serving an estimated 5,451 eligible children and young people, with expected participation of roughly 20–25% in each school holiday period. Services are delivered across Torbay, covering sites in Torquay, Paignton and Brixham, as well as provision for 13–16-year-olds and children with complex special educational needs and disabilities. Lot 1, Torquay sites, was awarded to Plymouth Argyle Community Trust, Riviera Life Link, Sporty Stars Torbay & South Hams and Torquay United Community Sports Trust for £63,200 net (£75,840 gross). Lot 2, Paignton sites, was awarded to Play Torbay, Plymouth Argyle Community Trust, Sound Communities and Steer Sports & Education for £43,200 net (£51,840 gross). Sporty Stars won Lot 3, Brixham sites, for £20,250 net (£24,600 gross), and Lot 4, 13–16-year-olds, for £17,450 net (£20,940 gross). Turning Heads CIC won Lot 5, complex SEND provision, for £27,000 net (£32,400 gross). The open procedure used a framework, with evaluation weighted 70% quality method statements and 30% price. Financial capacity, insurance, data protection and modern slavery requirements applied.

This award shows demand from Torbay Council for providers able to run safe, face-to-face holiday programmes combining food and activities for children eligible for free school meals. Relevant competitors would need practical delivery capability across community sites in Torquay, Paignton or Brixham, or specialist provision for 13–16-year-olds and children with complex SEND. Strong method statements were more important than price, so credible evidence of service design, safeguarding-aware delivery, staffing, activity planning and contract management would be important. Suppliers also needed adequate financial capacity and the ability to obtain relevant insurance before delivery, alongside sound data protection and modern slavery arrangements. The framework was designed for annual reopening and allows existing providers to be reassessed or new tenders to be submitted, making repeat capability and local delivery presence commercially relevant.

Notice Description

This is the second successive framework 'Framework 02' in the Holiday Activities and Food Programme (HAF) Open Framework. Torbay Council has been successful in obtaining grant funding by the Department for Education (DfE) to roll out a Holiday Activities and Food Programme for 2026. The purpose of the funding is to ensure that children and young people have access to food and activities over the school holiday periods where they are eligible for Free School Meals. Local Authorities require face-to-face provision over the school holidays. The number of children / young people eligible for the provision is estimated to be around 5,451. As a minimum, it's expected that roughly 20-25% of those eligible will take up the offer per School Holiday. Torbay Council are procuring an open framework for this requirement. The time period of the framework and the reopening arrangements are subject to confirmed funding from the DfE.
