Summary of the contracting process

Seven London boroughs—Croydon, Camden, Haringey, Harrow, Islington, Lambeth and Tower Hamlets—are procuring corporate insurance through the Insurance London Consortium, with Croydon acting for the group. The requirement is divided into property, terrorism and casualty insurance. Property cover is for damage to buildings, contents, infrastructure, plant, equipment and other assets owned, leased or managed by the boroughs, including associated business interruption or lost revenue where applicable. Terrorism cover protects property and related financial losses from terrorist acts. Casualty cover includes public, employers’ and products liability, officials’ and members’ liability, and, where applicable, professional indemnity and abuse and molestation liability. The insurance covers the consortium’s activities across the United Kingdom.

The buyer invited offers through an open procedure. The contract is divided into three lots: property, terrorism and casualty insurance, with bids permitted for the relevant insurance lines. The stated contract period runs from 1 April 2027 to 31 March 2032. The estimated values are £28.7 million for property, £1.7 million for terrorism and £13.7 million for casualty, excluding VAT. Offers were due by 6 November 2026 at 12 noon; the stated deadline for award was 18 January 2027. Each lot is evaluated on price, weighted at 60%, and quality, weighted at 40%. Property and casualty lots accept insurer-led bids; the terrorism lot accepts broker-led bids. Bids may be submitted electronically in English.

This opportunity is suited to insurers with the underwriting capability and capacity to provide multi-borough public-sector property or casualty programmes over a substantial portfolio. Property bidders should be able to cover diverse public assets and assess material-damage exposure alongside business interruption or revenue-loss risks. Casualty bidders need the ability to structure relevant liability covers, including employers’, public and products liability and, where applicable, professional indemnity, officials’ and members’ liability, and abuse and molestation liability. The property and casualty lots are restricted to insurer-led bids, so brokers seeking to lead those bids are not the intended route. The terrorism lot is suitable for brokers able to arrange terrorism protection and explain cover scope, limits, exclusions and Pool Re or equivalent reinsurance arrangements; broker-led bids are accepted for that lot. All lots balance price with quality.
