Summary of the contracting process

The Ministry of Defence, through the British Army, is procuring education and training services to support the Intelligence Corps Apprenticeship Programme. The requirement supplements military-delivered training for Level 4 Intelligence Analyst (ST0516) and Level 4 Data Analyst (ST0118) apprenticeships. Most training is delivered by the Defence Intelligence Academy at Chicksands, Bedfordshire, with apprentices completing their programmes at Army units across the UK. The appointed provider will support apprentices through coaching, progress reviews and preparation for end-point assessment; create and manage Department for Education and Department for Work and Pensions-compliant learner records; and provide Functional Skills training where required. The opportunity is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement has reached tender: the Ministry of Defence has invited offers through an above-threshold open procedure. It is one lot, with electronic submission allowed in English. The deadline for enquiries is 21 September 2026 at 17:00, and the tender submission deadline is 12 October 2026 at 17:00. A tenderers conference is scheduled for 10 September 2026 at 10:00 at Tidworth Garrison Theatre; attendance requests are due by 21 August 2026. The five-year contract runs from 1 August 2027 to 31 July 2032. Estimated value is £5.8 million excluding VAT, or £6.96 million including VAT. Award is scheduled by 22 March 2027. Evaluation is 60% technical quality, 30% price and 10% social value.

This opportunity suits an apprenticeship training provider able to work alongside an employer-provider delivering military training. The key requirement is APAR registration, with capability to supplement apprenticeship delivery rather than replace the Army’s core training. Suppliers should be able to coach apprentices, conduct structured progress reviews, prepare learners for end-point assessment and maintain compliant learner records for Department for Education and Department for Work and Pensions purposes. The provider may also need to deliver Functional Skills training. The work requires capacity to support apprentices completing training at Army units across the UK, while coordinating with the Defence Intelligence Academy at Chicksands. Relevant expertise in the ST0516 Intelligence Analyst and ST0118 Data Analyst standards, apprenticeship administration and assessment preparation would place suppliers in a strong position.
